Progamming
The process for programming, or maybe chaptering has begun. Following the publication of the MFF in July 2025, as well as ESPON Border Profiles and Transnational needs and opportunities documents, Interreg programmes are now working on their future.
During the programming process, Interact is supporting programmes to exchange and inspire each other, particularly focusing on the key challenges facing programmes as they move towards becoming Interreg chapters in the 2028-2034 period.
Interact has identified four specific phases of programming and is working specifically to support the following key phases: Strategic launch and visioning; Thematic scoping and consultation, Operational framework and budgeting, and; Finalisation and submission.
This work is complementary to the focused work by the HIT 2028-2034, Jems and Performance-based approach. All these projects also closely follow the future regulatory discussions, and legislative developments.
Where to start
Discussions were kicked-off at an event in April 2026, and a key summary of conclusions from that meeting form the basis for further exchange and discussion in future events. Please review the summary findings, which reflect upon the challenges identified during the event.
What we are working on
There are several activities planned for the second half of 2026. In mid-September a workshop is planned to explore possibilities related to bridging the programming periods. The focus is to explore opportunities how to fill the gap when one programme is over and the other in still in an early development stage.
In late Autumn it is planned to publish certified course on programme design and development. The course is dedicated to people who are interested in learning basic concepts and processes connected to programme set-up. At the same time, we are on development of certified training, with the main focus of exploring concept of piloting in Interreg programmes and projects.
