HIT 2028-2034
Harmonised Implementation Tools (HIT) provides a set of best-practice, harmonised templates and guidance to simplify the Interreg project life cycle. It goes beyond understanding the regulation by attempting to agree on common practices together. By using common tools, we:
- Reduce administrative burden for both programmes and applicants.
- Strengthen the Interreg community through shared standards.
- Simplify monitoring by coming to a harmonised approach also benefitting monitoring systems.
The Harmonised Implementation Tools (HIT) initiative is evolving for the 2028-2034 period. Building on the success of previous periods, we are making the process more inclusive and transparent. Please see what we are working on for more information

What we are working on
We are in the launch phase of the 2028-2034 tools, and we are making a fundamentatl change to the methodologies used to date which created HIT.
We are moving away from a standing "core group" who must follow the whole process toward a more network-led co-creation model.
With this we aim to:
- Allow more Interreg programmes to contribute in a more inclusive co-creation process, to the topics they choose
- Enable subject specialists to better discuss and shape the response to specific opportunities and challenges ahead in their fields
- Identify opportunities to harmonise Interreg approaches, and increase the impact our funding has, across all the programmes implementing cooperation.
To keep the process open and ensure programmes know when, where and how to contribute, there will be two ways of contributing, and keeping up to date:
- Open meetings for HIT development: Where HIT-related developments take place, each network will host at least one meeting open for all programmes to attend.
- HIT Report back meetings: At least twice a year, the overall progress of HIT will be shared through an online meeting.
A final important theme of this work is to remain technically grounded. One of the key objectives of producing HIT is to build the backbone of Monitoring Systems (including Jems, but also the other systems used across Interreg). The Monitoring Systems network will be utilised to provide expertise here from the various systems used by Interreg.
