Cooperation actions

The story of cooperation within the Investment for Growth and Jobs (IGJ) goal is not new. It is especially highlighted during the 2021-2027 period, when Member States had to plan cooperation actions in each specific objective under Article 22(3)(d)(vi) of Regulation (EU) 2021/1060. This marks a significant shift: cooperation is no longer confined to dedicated territorial programmes but has become a systemic requirement across mainstream funding instruments.

While the ambition to cooperate beyond borders is clear, turning cooperation ideas into tangible results remains challenging. Due to the limited number of experiences and practices currently available, the work on cooperation actions within IGJ programmes is seen as demanding – yet full of untapped potential. Cooperation actions require more than political will; they demand robust partnerships, operational know-how, and the ability to navigate regulatory and administrative constraints across different programme contexts.

This is where Interact steps in. One of our core activities is to support IGJ programmes by harmonizing and simplifying the work with cooperation actions, helping Managing Authorities and practitioners move from cooperation as a planned obligation to cooperation as a functional and impactful practice. Through practical tools, strategic guidance, peer learning, and hands-on support, we're building a community of practice that learns together, shares honestly, and turns challenges into opportunities for cross-border collaboration. Who this work is for

This work is designed for the people and organizations at the heart of making cooperation actions happen across Europe and beyond.

Our primary audience includes managing authority staff responsible for implementing cooperation actions, along with programme representatives from ERDF, ESF+, Cohesion Fund, and relevant Interreg programmes. We're here to support regional development agencies implementing cooperation projects, national contact points for international cooperation, and technical assistance teams working behind the scenes to make cooperation actions a success.

Geographically, we focus on EU Member States, with particular attention to regions actively developing cooperation actions. We also welcome other international partners engaged in regional cooperation frameworks who are looking to connect, learn, and collaborate across borders.

What we've accomplished

Since the 2021-2027 programming period began, we've been building a robust support ecosystem for cooperation actions.

Our journey started with consultancy support to the Basilicata region in Italy (2021-2022), helping them launch their first cooperation actions call. In 2023, we took a major leap forward by producing an Interactive Map Tool analyzing over 700 programmes – a comprehensive database that helps managing authorities identify potential cooperation opportunities and partners across Europe. This user-friendly platform is now live at cooperationactions.eu.

In 2024, we established a repository of knowledge on Interact's website, bringing together guidelines, examples, and practical information in one accessible location. We also provided tailor-made coaching to Croatia's ESF+ Managing Authority, guiding them through their first cooperation actions call – from defining eligible activities to selecting the right Simplified Cost Options.

Throughout 2024-2025, we organized two workshops in partnership with the European Commission, creating spaces for managing authorities to share best practices, overcome barriers, and explore practical tools for implementing cooperation actions. We also published the Operational Guidelines 2021-2027, offering a structured framework and practical manual for embedding cooperation into programmes.

These efforts have strengthened dialogue between Interact, programme authorities, and stakeholders – building the foundation for more effective cross-border collaboration across the EU.

What we are working on

Building on the momentum from previous years, 2026 promises to be our most interactive and practical year yet. We're bringing cooperation actions to life through real voices, real experiences, and hands-on guidance.

Peer-to-peer learning event: "Cooperation Actions in Action: How Ideas Lead to Impact"

We're hosting an engaging event where cooperation actions practitioners will take center stage. This will be your opportunity to connect with fellow actors, share challenges, exchange solutions, and build the partnerships that make cooperation work. The event will foster genuine dialogue between those already implementing cooperation actions and those taking their first steps. The event will be held in Nice, France in early May 2026. Video testimonies: Learning from the pioneers

During the event, we'll capture peer-to-peer interviews where cooperation actions actors ask questions and share answers with one another. These authentic conversations will be produced into 2-5 short promotional videos featuring testimonies from prominent cooperation actions stakeholders. The goal? To inspire and motivate other stakeholders to take the leap and initiate their own cooperation actions. Real stories, real insights, real impact.

Practical Guide to Cooperation Actions: First Steps of the Craft

New to cooperation actions? We've got you covered. This practical guide is designed specifically for newcomers with no prior experience in the field. It will provide clear, step-by-step guidance on setting up management and control systems, strategic communication tips, and useful organizational advice. Light, engaging, and easy to use – think of it as your essential companion for getting started with cooperation actions. The tool will be published towards the end of 2026.

We will also continue supporting DG Regio training and capacity building efforts throughout the year.
