On 18 September, Interact, in collaboration with several programmes, submitted its response to the European Commission’s consultation on the revision of GBER (State subsidies – revision of approval requirement rules (the General Block Exemption Regulation). In its response, Interact highlighted four key proposals that were most frequently raised by the participating programmes:

  1. Allow a 100% maximum aid intensity under GBER Article 20
  2. Increase TAM reporting thresholds
  3. Ensure VAT eligibility coherence between CPR and GBER
  4. Align the new GBER with the principles of Performance-Based Approach, Financing Not Linked to Costs and 2028-2034 Cohesion Policy

Interact’s full response to the consultation, including the additional observations on this matter, is available in Library.

The consultation remains open until 6 October 2025.
