Measures in Interreg & Intervention Logic
Outline and objectives
Measures will be a central element of the intervention logic for the 2028–2034 programmes. During the event on indicators and the future in Munich, we already began discussing and developing measures that could be relevant for Interreg programmes. Building on that first exchange, this event will provide an opportunity to continue this work in a more structured and practical way.
The main objective of the event is to work in small groups to develop and refine measures that are relevant for Interreg programmes. In particular, the groups will be invited to define the key elements of these measures, including intervention field (number), milestone or target (number), unit of measurement, baseline, interim milestone(s)/ target(s), indicative timeline for achievement, etc
In the final session of Day 1, we would like to open a discussion on the link between programme intervention logic and project intervention logic. In this session, we would like to explore questions such as: What does this link look like in practice? Does it differ depending on the type of project, for example in the case of Small Project Funds (SPF)? Does the choice of working with higher-level and/or lower-level measures affect this relationship?
On Day 2, each group will present the measures they have developed. The colleagues from DG REGIO will then provide feedback on these proposals, helping us to reflect on their relevance, feasibility, and potential usefulness for Interreg programmes.
In the final session of Day 2, we would like to reflect together on the proposed indicators in Annex I of the Performance Regulation. For this discussion, we would particularly like to exchange views with the programmes on the following questions:
- Which indicators, in your view, should still be revised or adjusted?
- Which indicators are currently missing?
- What uncertainties or open questions do you still have regarding the indicators?
We kindly ask you to come prepared for this discussion and to collect feedback in advance from colleagues in your programme.
