Jems Earns European Recognition with Good Practice Certificate

Jems, the Joint Electronic Monitoring System developed by Interact, has been awarded a Good Practice Certificate at the European Public Sector Award 2025-26.

The award is organised by the European Institute of Public Administration (EPSA) and is now in its 10th edition.

 Jems was recognised in the category Delivering User-Centric Services at Subnational Level, one of only 8 projects to receive a Good Practice Certificate, selected from 36 submissions.

This European recognition follows Jems' earlier distinction at the Austrian Administrative Awards 2025. There, it was shortlisted from 149 projects across Austria.

From national to European recognition

Last year in 2025, Jems was shortlisted at the Austrian Administrative Awards 2025 in the category of Innovative Service Design and Digital Services, selected from 149 projects submitted across Austria.

The European Public Sector Award recognition now places Jems among the best public sector initiatives across Europe.

What makes Jems stand out

Jems has been adopted by more than 50% of Interreg programmes, saving an estimated €15.3 million in software development costs. Beyond financial savings, it has eliminated the need for dozens of programmes to develop independent monitoring systems, It helped freeing up time and resources for what matters most: supporting cooperation projects on the ground. Recent satisfaction surveys confirm that 80% of end users find the system easy to use.

A shared achievement

The success of Jems is the result of a collective effort.

The City of Vienna and MA27 provided the hosting infrastructure that made the project possible. Interact delivered and maintained the system. A Core Group of Interreg programmes through more than 30 meetings shaped its development and ensured its relevance in practice.
