Interact began working with Interreg programmes in 2024 to build a bottom-up roadmap to help capture the added value of Interreg.

Through close collaboration with a number of programmes, Interact initiated exchanges, reflections and ideas for further development, based on programme experiences, as well as their needs and interests.
The aim was to move from a shared understanding of Interreg’s added value towards a practical way of demonstrating it through impact pathways. A tested pathway can sharpen evaluation questions, improve project selection and steering, strengthen communication through evidence-based messages, and clarify how the programme contributes to wider territorial change without claiming responsibility beyond its accountability ceiling.
When programmes develop and test pathways together, they can also compare common mechanisms and context factors, exchange methods and build a stronger shared evidence base for the 2027 ex post evaluation and the preparation of the 2028-2034 programming period.
