With the publication of the draft legislative package for 2028-2034, a lot of work to prepare for the future has begun.
To support Interreg programmes and our wider cooperation audiences, Interact is pleased to confirm a webinar with DG Regional and Urban Policy is being organised on 12 September 2025, starting at 9.30am (CET) to review what has been published, and start the discussions and exchange on the future.

The benefits
In initial discussions, Interact particularly notes some of the benefits of the new framework, including:
The retention of 10.264 bn EUR of funding for Interreg, which enables the fund to continue to be effective in its unique role for Europe, both in our regions and for our citizens, inside the EU and beyond.
Introducing an Interreg Plan, entirely separate from the National and Regional Plans, with chapters per programme, and being capable of being regularly ‘approved’ to allow programmes to move at different speeds.
The retention of the four distinct Strands of cooperation, as well as the special features of the PEACEPLUS programme, alongside the implication that this means continuity for programmes in terms of overall structures and the underlying partnerships built up over the past 35 years.
Additionally, the broad thematic approach, of a shared menu of all EU funds, and separate Interreg Specific Objectives should enable Interreg to continue to both contribute to the global shared indicators, as well as tackling territorial challenges that requires cooperation to solve them.
The questions
In addition to the wider transformation of the relationship between the Commission and the future Programmes (or the Chapters of the Interreg Plan) to the Performance-Based Approach, Interact particularly notes ‘the gap’ in the regulation for the detailed rules required to work in a cooperation context.
Whilst reassured by Article 9 1(b) of the ERDF regulation, which enables additional ‘implementation modalities’ to be added to the Interreg Plan, there are a lot of Interreg specificities (which we likely will now call modalities now!) that will need to be mapped. Work to find and collect input on this is underway – and already spotted are provisions to enable a harmonised approach to the programme document, Small Projects, SCOs, as well as an Interreg logo and more.
Additionally, should N+3 (years) be reduced to N+10 (months), there are some significant challenges for Interreg programmes as they currently exist.
In addition to the more Interreg specific aspects, the relationship between external Interreg programmes and the new Global Europe approach need to be carefully reviewed.
The process and seeking clarifications
With 20 new documents to review, alongside the regulations from 2021-2027, Interact is at the start of a new consultative process on the ‘future regulatory framework’.
The next steps towards the first large-scale exchange moment (Interreg Knowledge Fair, November 2025) is a webinar on 12 September, to be followed by additional discussions and exchanges on a more sectoral level.
Interact will also launch a question / clarification input process, enabling Interreg programmes to share their questions and comments on the draft proposals, and feed into further exchanges, such as at the Interreg Knowledge Fair.
