Interreg wide consultation

The draft legislative package for 2028-2034 has been published. This marks the formal start of preparations for the Post 2027 period, which already started with consultations in 2024.

Interact is reviewing the documents, and looking forward to engaging with programmes, and other cooperation stakeholders, on the practical implications of them. If in doubt, you can always check our 'Future Regulatory Discussions' page to see the latest state of play.

The legislative package is large, and comprises several documents which cross reference. The complete legislative package can best be viewed on the Commission website.

Of particular note to those following Interreg are:  

MFF Package (“MFF”), which establishes the core framework of the budget, including the four pillars of EU Funding for the future period.  

In an Annex it establishes the budget for each of these pillars.  

A further document in this package, the ‘Communication from the Commission to the European Parliament, the European Council, the Council, the European Economic and Social Committee and the Committee of the Regions’, contains a more detailed breakdown of the budget. This would allocate 10.264 bn EUR (current prices) to Interreg.

Budget expenditure tracking and performance framework (“P-BA”), which in addition to introducing P-BA defines more than 500 intervention fields in Annex 1, alongside the basis for Output and Result indicators for these interventions – including intervention field 142 which contains some widely recognisable indicators for Interreg. In the draft regulation, and in annexes 2 - 5 further requirements are set out, including the communication and visibility requirements (Annex 5).

European Fund for economic, social and territorial cohesion, agriculture and rural, fisheries and maritime, prosperity and security (“NRP”), which specifies rules for shared management funds in general (Pillar One), including decommitment, Technical Assistance and pre-financing as well as the thematic orientation of the funds.  

European Fund for Regional Development including for European Territorial Cooperation (Interreg) and the Cohesion Fund (“ERDF”), which includes many clauses specific to Interreg, including three specific Interreg objectives. Chapter II sets out the requirements for an Interreg Plan, which would be the basis of creating programmes in the period.

Additionally:  

Global Europe regulation (Pillar Three), which includes a specific article (28) on the relationship between GE and the Interreg Plan, which is of particular note to programmes with an external dimension. The reciprocal provisions are set out in Article 7.2 of the ERDF regulation.  

European Competitiveness Fund (“ECF”), which provides the framework for the direct managed programmes (Pillar Two).  

Inter-institutional agreement (“IIA”) which seeks to update the way in which the three institutions (Commission, Council, Parliament) work in the negotiations, and in particular working with financial data in this period, as well as in future annual budgetary matters.  

Including these documents, there are a total of 20 documents published as part of the regulatory package.

Interact has begun the process to initially review the documents and build a process to facilitate the discussion of them. More information on this will follow shortly.

It is envisaged that the Knowledge Fair 2025 will have a heavy focus on the draft regulations, and that it will be a key milestone for programmes to exchange on the propsoals. Please save the dates, 4 and 5 November for the Interreg Knowledge Fair.
