Mastering ToRs for operational evaluations

Interact invites representatives from Interreg programmes involved in evaluation activities to participate in the online event titled “Mastering ToRs for operational evaluations.”

The event aims to address current challenges in drafting and implementing ToRs by fostering an open exchange of ideas, experiences, and best practices among colleagues from various Interreg programmes. Participants will explore essential aspects of drafting ToRs, including their structure, content, and practical application. The session will cover key components such as background information, evaluation objectives, methodologies, team composition, budget considerations, and proposal submission requirements.

Additionally, the event will emphasise strategies for ensuring that ToRs are designed to generate meaningful insights, particularly in preparation for subsequent impact evaluations.

Key topics for discussion include:

·        Defining the scope and objectives of operational evaluations: Interreg programmes will share their experiences in identifying the scope and setting clear objectives for their evaluations, outlining the thought processes and challenges encountered.

·        Engaging stakeholders in the drafting process: Discussions will focus on the involvement of stakeholders throughout the ToR drafting process, emphasizing how collaboration contributes to robust, inclusive and useful evaluations.

·        Resource allocation and budgeting for evaluations: Participants will discuss how Interreg programmes have allocated resources and established budgets for operational evaluations, highlighting strategies for balancing quality and cost-efficiency.

·        Integrating impact evaluation elements: The event will explore how to incorporate aspects of impact evaluations into operational evaluations, ensuring that ToRs are designed to provide valuable input for future impact evaluations.

·        Effective data collection methods: Participants will exchange experiences regarding data collection methods, discussing which approaches have proven most effective and practical within the context of Interreg programmes.
