The Performers Working Group have an agreed framework to develop multiple approaches to the anticipated changes to the implementation modal, namely the Performance-Based Approach (P-BA).

Since the Interreg wide consultation on the Post 2027 environment started in 2024, Interact established a Working Group keen to understand how P-BA would apply in an Interreg context, and to ensure any requirements around milestones and targets was suitable for the Interreg environment. The Working Group has continued to stay in touch, in order to follow the post consultation development.

Following the publication of the timeline for the legislation, and an indication that P-BA (in some form) will be required, the group has renewed its commitment to supporting the wider Interreg community in adapting to the future requirements – whatever they may be.

The focus of the group has been primarily on the practicalities, rather than the desirability of such an approach. The group have also focused on the other existing approaches to wider Finances Not Linked to Costs (FNLC), such as Simplified Cost Options (SCOs) which have seen a higher uptake by Interreg programmes compared to mainstream programmes, and have been successfully implemented in the 2021-2027 period.

The future of the P-BA and Interreg’s adoption of it awaits the draft regulations, which are anticipated to be available from July 2025, but not necessarily in operational details, and will be Commission proposals, subject to negotiation with the European Council and Parliament.

Interact is supporting the Performers Working Group to develop a number of scenarios for P-BA in Interreg, which could be further explored and developed by Interreg programmes in the future.

It is anticipated that some of these potential models would be ready for further consultation and work withing entire Interreg community by the end of 2025, depending of course on the timely publication of the legal framework.
