Jems Earns National Recognition for Innovation and Impact.

The Joint Electronic Monitoring System (Jems) has officially become award-worthy. It has been recognised in the prestigious Austrian Administrative Awards 2025 (Österreichischer Verwaltungspreis 2025) under the category of Innovative Service Design and Digital Services. Selected from a competitive field of 149 projects submitted from across Austria, Jems was shortlisted as an exemplary model for modern, effective public administration. The development of the software, by Interact, was done so through the support of the City of Vienna, and MA27 in particular, which enabled the project.
Jems’ achievements as a project include being adopted by more than 50% of Interreg programmes. This in turn saved 15.3 million euros on software development costs alone.
Additional benefits of Jems include indirect savings and resource gain by not having these programmes working to develop independent monitoring systems.
Recent satisfaction surveys also highlight the user friendliness of the system with 80% of beneficiaries (‘end users’) finding Jems easy to use
The success of Jems is a shared success. From the City of Vienna who provided the hosting and basis of the project, to Interact who delivered it, supported by a Core Group of programmes who ensured its usefulness.
